Chinese translations don't work for all YT videos

However, I noticed that even after installing Dictionariez extension in my Chrome, https://pnlpal.dev/ can provide "English & Chinese translations" for some videos(example
). For the latter, it gives an error "Download Dictionariez to get captions for this video.". Refreshing the page does not make that error go away. Is this a bug? -
